Campaign reform - Spending limits on each elected office

Set standard amounts used by candidates for campaigns. Each elected office should have a stated amount which no candidate can spend above. Any extra campaign funds should be spent either on education, health care or feeding the poor. No candidate should be allowed to keep the extra campaign funds which they collected. Example, presidential candidate can not spend no more then $15 million , Congress no more then $5 to $7 million.
