This policy can be used for most of developed countries.
1 If a person from a less developed country, the preson want to handle skilled migrants or investment immigration to a developed country, as long as the person is not a communists now, whether the person was a communists in before or not.
2 If a developed country's citizen or permanent resident, want to handle family-based immigration for his or her spouse, as long as their spouse is not a communist now, whether the person was a communists in before or not.
3 If a developed country's citizen or permanent resident, want to handle family-based immigration for his or her parents, as long as one of their parents is not a communist now, whether the they were communists in before or not.
These policy can be implemented in 2015 year.
