Cancel a mandatory two-year home residence requirement attached to J1 visa

A J-1 visa is a non-immigrant visa issued by the United States to exchange visitors participating in training programs or obtaining degrees in U.S. Upon completion of the program J-1 visa holders are required to complete a mandatory two-year home-country physical presence prior to re-entry into the United States. Many J1 holders are participating in programs that last 6 weeks only. However, they still have to complete mandatory 2 years. This mandatory two-year home-country stay can be waived under several conditions, that are difficult or nearly impossible to meet. If nothing else, two-year home-country stay should be cancelled for programs shorter than 2 years or non-degree programs, and J1 holders should be able to reimburse tuition fees in exchange for J1 waiver
