A candidate makes promises/pledges in his campaign.
Such promises are many times vague (more jobs)
Demand that they be more concise and measurable (3,000 local wind technology jobs within 2 years of office)
Such promises are not always fulfilled, and sometimes are actually contradictory to the promise.
Demand that the elected show that they stand behind there promises by requiring a signed legal document.
They shall fulfill what they promise, or be accountable when they don't honor the pledge by inaction, delays, or counteraction.
Negative sanction (eg. denial of re-election, impeachment, compensation) should be in place on a case by case issue at time of signing to determine what sort of accountability this candidate is hoping to accept.
