Allow states to apply for waivers from federal marijuana enforcement laws. Under this framework, no state would have automatic permission to violate federal law, but the Attorney General would have the authority to grant waivers permitting states to act outside of federal law if the state’s regulatory scheme is sufficiently stringent to protect federal interests, such as keeping drugs out of the hands of children and gangs and ensuring roadway safety.

This exemption would only last for a specified period of time.To earn a waiver, each state would have to agree to study the outcomes of their cannabis laws on a series of important metrics; like medical therapeutic use. To qualify the State must establish demonstrate a strict regulatory system that its legal cannabis market will be run safe
