Cap all student loan interest capitalization at 10% of the principal.

The cost of higher education has saddled America's youth with an abhorrent debt load. The money students spend servicing their debt is diverted from other areas of the economy where they would be more beneficial. Current student loan repayment options only exacerbate this problem. While the Pay-As-You-Go option already includes this limit on interest capitalization, many students do not qualify and the other options. Income Based and Income Contingent repayment plans allow students to pay based on their income but allow for unlimited interest capitalization. This is an unsound fiscal policy. Extend the 10% cap to all student loan repayment plans. This is not a plan for forgiveness, but merely a plan to mitigate the fiscal impact of the student loan programs.
