Serving the people of this country should be a calling, not a career. Capping the max pay will help limit terms since they refuse to impose limits on themselves. This can be brought via Executive order since it will bypass Congress like many edicts from the White House, and maybe not seen as an abuse of power. The wage cap will be indefinate and not repealable except by special vote from the legal voters of this country, not by Congress or another executive order.
