A lot of people can afford to keep going to college in this economy. All they see is there college loans pilling up, but no way to pay for them. Its not there fault, they are looking for jobs, but no one is hiring. To get a good job you need a good education, and a good education cost money, which no one can pay for now a days. No good education, equals no good job, which in turn means, you don;t make enough money.
Putting a cap on tuition would relieve some stress from college students who have no light at the end of the tunnel. All they are seeing is the tuition bill for next semester, and now are trying to figure out how they will find the money to keep them in school.
