To protect the public from runaway credit card interest charges causing financial ruin to the people that can least afford it. In times of extraordinarily low fed rates that banks borrow money to allow them to take advantage of credit card holders by charging rates that can exceed 30% is usury and driving ordinary citizens to financial ruin. No one gets a card with a very high rate but most end up that way through seemingly endless clauses in the agreement that raise interest rates through the roof for almost any reason. Once this happens it creates a spiral that is hard to avoid, going from say 10% to 25-30% makes ordinary people loose everything in short order. Understanding that banks take risks, I propose taking the max rate down 2% a year starting at 28% ending at 20% as the max rate.
