Cap federal student loan interest rates at 4%

To help keep the U.S. competitive in the ever changing world we live in and to help keep college affordable and accessible we shouldn't make paying off federal student loans difficult for the borrower with fluctuating student loan interest rates. Capping them at a reasonable 4% interest rate can keep the monthly payments lower for borrowers in repayment and keep America competitive with college educated workers from all walks of life.
