Cap the number of executive orders that any one president can implement.

I believe that the number of "executive orders" that any one president can execute should be capped. We should stop the writing of EO's on every whim and force them to be used on an emergent basis only as they were intended. In the history of our great nation there has never been a president so quick to bypass congress and execute his wishes by EO. It is my opinion that we should take the average number of executive orders given over the history of our nation prior to Obama and average that number to obtain a reasonable cap to limit the number to. The ability to write as many as the president wants allows the whitehouse to control the nation of people rather than the nation of people controlling the government as our Fathers intended.
