Create a green house gas tax, where a dollar value is set per ton of carbon dioxide or other green house gas. Assess this tax to every unit of fossil fuel such as gas/oil/coal produced. Each year at the end of the fiscal year divide this revenue by all who filed tax returns and send them a check. This would not put a drag on the economy because the money goes back into the economy every year. This green house gas tax would be revenue neutral as far as the federal budget was concerned.
Periodically the $ rate per ton of green house gas emissions should go up as long as global warming is an issue.
