Cease all further non-emergency foriegn aid and loans until America is able to pay her own bills.

In this current time of economic crises and run away debt, we must stop sending foreign aid to countries when we cannot pay our own bills here at home. In times of natural disaster or impending humanitarian disaster we have and should help others. But we must stop borrowing from one country to give to another. This non-emergency aid should only resume when the federal governement has passed a plan to reduce the deficit, has passed a balanced federal budget, and must be part of a fund created for the purpose of foreign aid and that is part of said balanced budget.
