Cease all offensive UAV Drone strikes in foreign countries until a review of the policy is conducted by the US Congress

Allowing the CIA to carry out offensive drone strikes in foreign countries basically amounts to unrestricted warfare with no accountability. This basically allows The President to conduct illegal warfare. Hundreds if not thousands of innocent civilians have been killed in Drone strikes. The US Drone Program needs to be reviewed thoroughly by members of Congress. If there is nothing stopping the Government from flying UAV Drones with deadly missiles overhead Pakistan (a country who we are not at war with), then whats to stop the Gov't from flying them overhead the US?
