Cease paying Elected Federal Officials during any period that the Federal Government doesn't have signed Federal Budget.

At anytime the Federal government is not functioning officially under a Federal Budget passed by the house and signed by the President of the U.S.
Those elected Officials of the Executive Branch and the Legislative Branches of the U.S. government forfeit their current Federal Salaries (enumeration), Expense accounts and Benefits without recourse of back pay.
