Cellphone customer should be allowed to use their Smartphone without data plan at their choice after the contract terms.

Currently if a consumer used a smartphone until the completion of their contract term, or purchased a second hand unlocked smartphone outside the carrier, They should be allowed to add outrageously expansive data plan at their choice. If they decide not to add any data plan. The phone company should not forcefully add data plan for the smartphone against customers own will. It is understandable that the carriers sale the brand new smartphones for a fraction of a cost with the data plan with 2 years contract. So they can incurr the cost of that smartphone. But after the contract period is over and paying a hefty price for a 2 year period for data plan. If the consuers decides to use the phone just as a regular phone without data plan as a second line in their plan or however they chose.
