For certain counties (within Northern California) to withdraw from California and form the State of North California.

California's population and crime is getting very out of control, and California is also getting very diverse, and i feel that big cities such as Los Angeles, San Francisco, or Sacramento are losing control of Crime, population, and redwood trees are being cut down in California, and i live in Northern California, and this is the best half of California, no big cities, no crime, everything is fresh air, and is very nice here, the people here are very polite, and we here in Northern California don't want that all to go away like it did in Central and Southern California, i want the following counties of Del Norte, Humboldt, Mendocino, Siskiyou, Modoc, Trinity, Shasta, Lassen, Tehama, Butte, Glenn, Lake, Plumas, and Sierra to secede from California and form the State of North California.
