Before we establish full diplomatic relations with a Castro-Cuban government, the State Department, FBI, CIA, Justice Department and National Archives, should certify, based on still classified documents, that the current Cuban government is in no way related, connected or culpable of the Kennedy assassination. It would be unthinkable to establish diplomatic relations with a nation wherein if the truth reveals a connection to the assassination of our President, would have been an Act of War.
