Challenge filibuster Senate Rule 22 unconstitutional in its present amt of execution- previously/present Senate. Limits

Created by M.K. on April 17, 2013

The number of Filibusters is obstruction of the majority, not for the interest of the minority, in this Senate and last Senate. This is unconstitutional due to the amount of times the majority has been closed out and silenced even debate, which is the purpose of Congress. There should be limits set on its usage. Maybe only 0.5 times per session, so that at least 2 Senators would need to use their reason to filibuster only once per their term.
