challenge the NRA to take the lead on finding a solution to ending gun violence and protecting the 2nd Amendment.

This petition is to have the administration push for legislation that:
1. divides ammunition in two classes lethal and nonlethal
2. establish a deadline 3 years out that allows the gun industry to come up with nonlethal ammunition that is able to provide protection equal to lethal ammunition
3. require that the NRA and gun rights groups must certify that the nonlethal ammunition is sufficient for the level of protection demanded by the 2nd Amendment before the use of lethal ammunition is banned.
4. Should the NRA and gun rights groups fail to certify the nonlethal ammunition as sufficient. Establish a new 3 year deadline and establish a tax, based on the number of gun related deaths each year, that is leveled on the gun industry, and is doubled with each failed deadline.
