Challenge our States to enact meaningful legislation to preserve rights and protect it's Citizens

I propose that an annual registration fee be levied on all registered guns owners in each State. The fee can be based on numbers of guns owned, types of guns owned, or just a simple annual recurring registration fee much like our annual auto registration fee. This proposal does not impinge on ones right to own a gun but does levy the financial responsibility of protecting the greater public on those that choose to own guns. Monies from these fees would provide financing for much needed security in our public places (Schools, Hospitals, Parks, Special Events, etc.). Our society enjoys many rights which come at a cost. We are overdue for protecting the unprotected in our society and we are overdue for passing the financial burden of that protection on to those that demand their rights.
