Champion a law that would hold Congress accountable for the development and passage of an annual budget.

It is irresponsible that our government can not pass an annual budget. This is largely do to the infighting between our two party system. A law should be created that would hold Congress in session, each year, until a budget has been agreed upon. It is unfair to the american people that our elected government cannot provide basic governance. The annual budget should be held as the number one priority for congress.
