Change the 27th Amendment to allow Congressional pay to be LOWERED at any time by law.

The 27th Amendment currently forbids ANY change in congressional pay by law until after the next election. This means their pay CANNOT be reduced by the sequester.

I propose we change the amendment to read as follows:

"No law, raising the compensation for the services of the Senators and Representatives, shall take effect, until an election of representatives shall have intervened."

While this will not solve the current crisis, it will help in the future. I ask the White House to endorse this change to facilitate the constitutional process. Thank you.
