Change the 27th Ammendment to prevent manufactured fiscal crisis; We the People decides if Congress gets paid

The situation in the house and Senate is clearly out of hand. The system of checks and balances simply does not apply to this situation. Because of stuborn shortsightedness, Congress is holding our economy and hundreds of thousands of people's jobs hostage. This threatens our economic recovery and any future growth. Since there is currently no way to hold Congress accountable for such childish and deplorable behavior, the people of this country should be given their own option to make Congress work together. If Congress in any way manufactures an economic crisis, We the People will vote to determine whether or not Congressional pay should be forfeited until it comes up with a viable solution that does not harm the economy or cuts jobs.
