Change the 2nd amendment to define the Right to Bear Arms as only applying to muzzle loading rifles and pistols

The right to bear arms is a right and responsibility that has been abused. The constitution was so written as to enable citizens to defend the nation against outside aggression and to hunt for food. It is time that America left the 19th century and joined the rest of the civilized world in the 21st Century
