change ACA's definition of affordability of employee's share of the premium to include what ALL of the family has to pay

Right now, only the amount the employee has to pay for their health care premium through their employer is considered when deeming whether a health care plan is affordable for an entire family. Insurance companies can charge any amount they please to cover spouses and children of the employee.
If you are offered coverage through your spouse's employer, you do not qualify for any kind of subsidy to help pay for premiums on healthcare.gov.
Please change this provision to reflect the reality that not all people are employed and have their own coverage and charging one half of an employee's take home pay for health insurance for his or her dependents cannot be considered "affordable."
Getting a subsidy would make health insurance at least attainable even if it is not "affordable."
