The current requirements for necessary surgeries in some states including my own (Oregon) are outdated and do not follow the best healthcare model for treating transgender patients properly. Change is inevitable, but it needs to happen sooner rather than later.
Change the requirements to a model of informed consent, already working well in other states, and stop worsening the conditions of transgender people by requiring them to live with the issues causing their dysphoria for twelve months after diagnosis. Stop asking they 'live in the role that aligns with their gender identity,' which is so broad a statement that it is nonsensical. Stop asking for well-documented proof of dysphoria when sometimes it is not recognized for what it is until diagnosis.
