To reform the existing state electoral voting process. The current system of "Winner Takes All" enables a canidate to receive all the electoral votes from a state even if they do not receive the majority of the popular vote. Or for example if a canidate wins a state 51% to 49% they in turn receive all of the electoral votes, rendering all the poeples votes for the other canidate meaningless. Electoral votes should be cast porpotionally. If a canidate receives 60% of a states popular vote the should receive 60% of the electoral votes. The true vote of the people would then be known.
