This petition's intent is to create a Forcing Function for both Congress and President to have an incentive to act; specifically, to get OUT of GRIDLOCK. But this takes an amendment to the constitution.
Congressional Pay
Change Amendment 27 to STOP CONGRESSIONAL PAY if they cannot pass a budget, and/or when the government shuts down (in part or whole) as a result of legislative action or inaction. The "threat" goes away, when they pass the bill to the executive branch.

Change Article 2: Clause 7 to STOP PRESIDENTIAL PAY if the president does not either sign or veto a bill once the executive branch has received it.
