To change approach protocol of the way officers respond and approach people

Change the approach to minor response calls
(1) a calm approach by questioning
A suspect with only a taser and pepper spray on the approaching officer.
(2) officer should tell suspect to surrender by allowing him/her to laydown and put arms behind their backs. After 30 seconds if suspect does not cooperate then second officer join in on arrest.
