change the beginning of Daylight savings time to the second Friday in March at 4 p.m. instead of the middle of the night

Daylight Savings would be a celebrated occasion rather than the dreaded event it is now if it started at 4 pm on the second Friday in March rather than 2 am on the second Sunday. Currently it is not a popular change because many people are already off work and don't change their clocks on Sunday making them an hour late for work on Monday and possible losing their jobs. This change in the DST would help save jobs, make a happier workforce, and make it just plain easier for people to remember to do!
