Change the belief amongst the ruling class that the working class has no intelligence.

Since the formation of our country, our leaders have believed that everyone other than the ruling class has low intelligence. This is demonstrated in the argument that the people are unable to govern themselves. More recent evidence of this is shown in statements released by the administration. A recent example regarding the mass collection of phone records: "A senior administration official said the court order pertains only to data such as a telephone number or the length of a call, and not the subscribers' identities". As if a phone number cannot be matched to a person's identity; stop insulting our intelligence! If the working class is less intelligent, it is only true because the ruling class, by choice or incompetence, does not provide adequate education to all,
