Change the charter of the Veterans Administration to include Medicare and Medicaid.

Medicare and Medicaid costs will never be controlled externally, but by allowing Medicare and Medicaid to be run through the VA Hospitals, costs will be controlled wholesale because there won’t be a profit to be made. The influx of Medicare money would allow the VA hospitals much needed funding for improvement and ultimately provide a saving grace for entitlements. Doctors can be paid a fair wage and protected from outrageous malpractice insurance and possibly offered debt forgiveness in exchange for service. Hospitals need to make profits and are ultimately retail stores but in order for Medicare and Medicaid to survive they can only afford wholesale prices. The VA structure has the ability to do that.
