Change child support and custody laws to allow non custodian parents equal rights with their childen.Our kids are losing

The current laws that govern child support and visitation allow the custodian parent too much control over the system. The current law has a office to make sure that the non custodian parent pay support but does not have a office that makes sure the non custodian is allowed equal visitation with the child and as a result custodian parents are abusing their power and allowing the non custodain visitation as they see fit because no one is enforcing the court. If we really have kids interest in mind both parents should have equal visitation and rights over the child. More and more of our youth are involved in crime because of lack of both parents and its time to change that.
Also non custody parent should not be forced to pay no more than 15% of his or her income due to more visitation
