Change the child support laws to create a mandatory registration when parents move out of state hiding from the courts

Currently if a parent on child support moves out of state the child support office must verify a new address through the post office in that state but if the parent is trying to be deceptive they use their old out of state address which hinders the process of child support enforcement. There should be a registration system in process with a time restraint once the non custodial parent moves out of state. And a warrant should be in place until all arrears are paid in full.
