Change Child Support laws so that an incarcerated parent cannot modify their support obligation to $0

We believe the laws should be changed within the states so that the laws will prevent a parent who is incarcerated and obligated to pay child support from modifying their support obligation to $0. The fact that parents are able to make that modification is encouraging the "dead beat" parents to continue living their lives in crime and using the jail/prison system as a way to escape their child support obligation. It is not the child's fault that the parent chooses a life of crime nor is it the resposiblity of the non-incarcerated parent to pick up the slack of the other parent.
