change civil court cases against fraudulent home contractors to criminal restitution obligations

Hundreds of homeowners are losing their homes as a result of fraudulent contractors. The court system treat these
cases as a civil matter making it difficult for homeowners to collect their restitution.
In addition, these same contractors are approved for bankruptcy, or close their business and relocate to establish a new business without a thorough investigation. As a result
homeowners are stuck with a huge debt forcing them to foreclose and/or become homeless.
Please consider changing the laws to stop these contractors and save our economy from more hardship.
