Schedule I controlled substances, such as heroine and LSD, are considered to have a high potential for abuse and no acceptable medical uses. By reclassifying Marijuana to a Schedule II controlled substance, the same classification as cocaine and morphine, it would be much easier for legitimate research to be conducted on the drug. Schedule II drugs are considered to have a strong potential for abuse, but also have some acceptable medical use and can be prescribed for treatment. It is not the same as legalizing the drug completely, but it would be the best first step for further research.
