It's time to stop letting 545 people hold America hostage. Congress has stopped working on behalf on the American people and now only work for their own self-interests and pocketbooks.
It's time to convert the Congressional Election System to a civic service process like jury duty with low pay, no pensions, no benefits, and to strip the financial incentives that have cheapened and contaminated our government, preventing it from doing it's primary job of working FOR the American people.
Steps to ensure integrity (because Congress obviously has none right now!): Employ a standard qualification system (criminal records, background checks, etc.).
Let volunteers selected choose to decline (for job/location reasons).
