Change the corporate tax structure to reward companies whose workers have full-time jobs and health-care benefits.

The Government should reward companies that provide workers with full-time jobs and health benefits. A good way to do this is reforming the corporate tax code. A company that provides such benefits to its workforce should have lower tax rates overall; a company that does not should pay full freight. This will not only boost economic growth but will lower Government's costs, as it should reduce enrollment in Medicaid, SNAP, and other Government assistance programs. In short, it would help keep the Government from being "the middleman" -- providing benefits that companies should provide if they can. A law should have some flexibility in it, but also give strong rulemaking authority to the Treasury Department to ensure the spirit of the law is followed as intended.
