Change the current laws so that children born in the United States to a Non-US mother are citizenship of the mother.

In most countries, when a child is born there and the mother or father is not a citizen...the child is NOT a citizen of that country. In some the child is citizenship of the mother...in some it is whatever the father's citizenship is.
I would like to see laws changed so that children born in the US are not automatically US citizens.My view is that the mother's citizenship should determine the child's status.
Kids born to permanent residents would be US citizens...as long as child actually born in US.
Kids born outside of US would be US if mother is US citizen.
No more birth vacations.
