Change the date that Trick-or-Treating is observed for Halloween to the last Friday of the October rather than the 31st.

The Trick-or-Treating (TOT) at Halloween plays no part in the original religious holiday that it symbolizes. As the holiday stands there is a 71.4% chance that TOT will fall on a school night.
Working parents rush from work to gather their children from daycare. Typically they grab fastfood on the way home. This results in kids eating as fast as they can to get ready to TOT by 6 o'clock and be done by 8.
Children are brought home tired, cold, hungry for candy, but made to wash the TOT off and go to bed due to school the next day.
This petition is NOT asking for a day off. It is simply asking that TOT be moved to Friday. Shut-down time can be extended without interfering with the kids' education. This leaves Saturday open for adults to celebrate and help the economy even more.
