The NDAA is being passed through congress with supposed good intentions. However there is wording that is very deceptive that the average person would never think of. Yet it could be applied as a loophole in future application.
Quoted from the bill:
(1) UNITED STATES CITIZENS.—The require-ment to detain a person in military custody under this section does not extend to citizens of the US.
(Same thing for lawful aliens)
The word 'requirement' by definition has two meanings. Prerequisite, or condition, and necessity or obligation. The wording in Sec. 1032 uses the word in the deceptive manner that could be interpreted that "the requirement (obligation or necessity) to detain a person in military custody doesn't apply to citizens. Not required to apply it to citizen but still permitted.
