The current definitions of rape from the Centers for Disease Control, Department of Justice, and Federal Bureau of Investigation are sexist in nature and exclude sexual assaults that should be within the definition of the term rape.
The only federal agency that has even made a step towards recognizing that nonconsenting envelopment of the penis actually happens is the Centers for Disease control, within the 2010 The National Intimate Partner and Sexual Violence Survey.
In this survey, the "made to penetrate" row was listed under other sexual violence, rather than rape.
Mr. President, if a man is engage in penetrative sex with another against his will, that should be considered rape for all federal statistical and enforcement purposes. Equality demands nothing less.
