The current "DO NOT CALL" law does NOT work! Instead, the Congress should pass a law requiring every phone number to have the identification of the owner displayed and it SHALL be verified and if not, then the telecommunications company SHALL disconnect the number from service.
There are some instances where the ID should be blocked but only by law enforcement and the courts, such as spousal abuse etc. ID could be "Blocked by Law"
