The idea/intent of EB-1C immigrant visa is, to offer immigration route to senior executives of multi-national companies, to make USA competitive.
However, definition of "executive" in visa guidelines too relaxed/liberal. Anyone working as manager for 1 year outside USA, comes to USA and works as manager for 1 year in USA is considered executive. Many Multi-National companies, especially out-sourcing companies from India, are gaming this definition.
EB-1 was created to bring coveted people, such as PhDs, researchers and great executives, into USA. I propose to make the definition of "executive" fit this intent.
