Change the election process to give rural communities the same voice as large metropolitan areas.

Change the winner takes all Electoral College to a proportional rate for the popular vote. This would allow largely populated areas to have a say without overpowering the rest of the state. The popular vote winner in each state would then get one extra electoral point for winning the popular vote. The second tier would have each candidate receive one vote for each county they win in each state. This would give the small rural areas that make up most of the states the same voice as the large metropolitan cities that typically have a much larger population but make up a very small area of the state. Add the number of electoral delegates and the number of county delegates for the total received by each candidate. The candidate with the majority of delegates wins the election.
