Article II, Section 1, Clause 3 of the U.S. Constitution states that each presidential elector would exercise independent judgment when voting. Encourage the presidential electors to vote with their conscience on Dec. 19, 2016, and take into account the winner of the popular vote in their state before casting their ballot.

Propose to state governments that we use the Congressional-District method instead of the Winner-Takes-All method when tallying electoral votes, such as what is done in Maine and Nebraska. In that scenario, electoral votes would be distributed in proportion with the number of popular votes cast.

Debate on whether the winner of the popular vote in a state should gain an additional, proportionate amount of electoral votes out of its total number of electoral votes.
