Whereas the majority of voters in the country now have no reason to vote because only the "swing" states really mean anything to the outcome. The electoral college votes should be not all votes from a state to one candidate. A percentage of the popular vote from a congressional district should be the deciding factor for each vote in the electoral college. The electoral college form of electing the president is not necessary as it stands in our society of instant information about the outcome of areas of voting. This would be a constitutional change that the states would have to ratify.
