The number of electoral college votes received from individual states in a presidential election should be based on the percentage of popular votes received in that state.
Should a particular candidate receive 55% for example of the states popular vote, that candidate should receive 55% of the electoral votes instead of 100% from that state.
Basing the election on the system that is in place now discourages many voters from voting due to the fact that a larger state with more electoral votes may have been announced and voters feel their vote doesn't make a difference in the overall process.
This would also encourage people to fulfill their duty and go vote.
